The question requires that candidates offer a considered and balanced review of the statement that the need for effective government was the most important reason for the establishment of single-party states in two countries. Candidates may offer equal coverage of the two countries or they may emphasize their discussion of one over the other; however, both will be a feature of the response. A comparative approach may or may not be used. Candidates may refer to the perceived inability of democratically-elected regimes to satisfy the demands of the population on a variety of issues as a powerful reason for the emergence of a single-party state. These issues may include economic development, racial tension, corruption or a lack of clear direction for the country.
