The function f is defined by \(f(x) = \frac{{2x - 1}}{{x + 2}}\), with domain \(D = \{ x: - 1 \leqslant x \leqslant 8\} \).

Express \(f(x)\) in the form \(A + \frac{B}{{x + 2}}\), where \(A\) and \(B \in \mathbb{Z}\).
